French Abroad : Consular elections in November 2021. It is planned on 07 November 2021, more precisely, but without internet voting !

Having been consulted, Jean-Hervé FRASLIN, consular advisor in Madagascar, announced that he deeply regretted that this election would take place without internet voting. Yet, this modality was used by 86% voters who expressed themselves in the 127 constituencies where voting was held in May 2021.

“To partially compensate for the disadvantages of this situation, I asked that for Madagascar we returned to 14 polling stations provided for by the decree of 6 March 2020 for the election initially scheduled for May 2020 : 2 to the capital (French Consulate and High School) and 12 and province (1 in each of 12 cities with consular agencies : Antsirabe, Diego-Suarez, Fianarantsoa, Fort Dauphin, Majunga, Manakara/Mananjary, Morondava , Nosy Be, Sainte Marie, Sambava, Tamatave and Tuléar). »

No online voting

The first criticism that can be made about the solution adopted, it is that in order to proceed with the partial consular elections as quickly as possible, it was decided not to set up the possibility of voting online.

Little chance of being satisfied, the candidates were already demanding more in May 2021, they were not heard. Pandemic, Budget, the constraints seem impossible for the administration to overcome.

An AFE that jumps

Second problem, the AFE session which was to be held this fall. Important session because during it, the 90 elected representatives of the Assembly of French People Abroad must give their opinion on the provisions planned by the government for the following year.

A particular point is crucial, that of the budget. The government could take advantage of the Finance Law 2022 to recover unused credits from the solidarity and emergency fund for expatriates set up in 2020 to respond to the pandemic, and who have been largely underemployed.

The President of the AFE, Marc Villard, alerted the Secretary of State for French people established outside France on numerous occasions, Jean-Baptiste Lemoyne, on this point. The latter told him that he would provide an answer.

But was there a choice ? How to bring together an Assembly when its members are no longer really legitimate. Remember that the elected representatives of the AFE, are done by their peers, Advisors to French people abroad, and those who won their seats in May 2021 will only express themselves the 5 December 2021.
