Economy in Madagascar : the private sector meets the tax administration

A meeting was held this 1^ER April 2024 by starting the discussion on the private sector and tax administration. Several current topics were discussed during this meeting, in particular the question of tax adjustment.

Solutions required for the tax administration and the private sector

One of the topics discussed was the recent wave of Third Party Notices (ATD) issued by the tax authorities against several local companies.

Indeed, nine companies have entered the crosshairs of the tax administration, ordered to pay their tax arrears. According to the tax administration, Monday's meeting was an opportunity to discuss solutions to find a “happy medium” in a legal framework for these situations. There is also the theme of tax audit, operated regularly by the DGI, but also that of forced recovery or recourse to the Council of State.

Important communication between the administration and the private sector

« Both parties agreed on the importance of fluid and transparent communication, as well as the establishment of mutual trust and constructive collaboration », lets the GEM know (Group of Private Companies of Madagascar). The employers' group also indicates that a technical meeting is planned to discuss the necessary improvements in tax procedures.. Indeed, the question of taxation has long been the point of contention between the State and the private sector, through successive regimes. Nevertheless, public-private dialogue seems to be the ideal path that both parties have found to negotiate this long-term impasse.
