La Francophonie has Madagascar in the heart !
I Madagascar today at the heart !

It was delayed to finally see this country. This large island and its archipelago all beauties and all rarities. This luxuriant and generous land filled with exceptional fauna and flora, where nature shows and offers what it has of more unusual, more beautiful, plants with medicinal properties, fish bearing waters like nowhere else, the natural heritage of the UNESCO sites, basements glitter of precious and semi-precious stones, the breathtaking landscapes. A beautiful people of all its métissages. A talented people. A refined handicraft that has kept its authenticity. This country is rich in all the c and so many other things still.

Madagascar is too rich to be poor.
Two days is too short. Then I will come again and each time it will be to better appreciate, better understand, know you more and to discover the inexhaustible reserve of surprises and enchantment that is Madagascar.
So what beautiful day ! That good prospects to accompany, to celebrate on the occasion of the inauguration of the first regional Office of the Francophonie in the Indian ocean. He said our deep attachment to this region, our determined intent to participate active in its development.
These magnificent premises that you put at our disposal, Mr President, and thank you, We want to enjoy our turn, the Malagasy population, providing a space and facilities to young people and women, economic projects, as part of our creation of incubators.

Ladies and gentlemen,
Madagascar and la Francophonie, It is, Since 1970, a long history, a beautiful story, interspersed like all stories of heart, separations and reunions.
In my capacity as Secretary General of la Francophonie, I want to tell you that it is first the reunion we celebrate today, The President of the Republic. The reunion of la Francophonie with one of its Member States, which has been able to get out, successfully, the political deadlock in which it was plunged. Who has managed to implement a successful transition and return to the path of stability, the consolidation of democracy and the rule of law.
During all these stages, We have never ceased to keep us together with the Malagasy people.
As soon as 2009, We have supported the process of crisis and accompanied the transition authorities for the sustainable recovery of the peace on the big island.

In cooperation with our international and regional partners, We have frameworks for mediation and consultation, We have supported the institutions responsible for drafting the basic texts and accompanied the electoral process.
In any, It is more than fifteen electoral assistance missions and actions carried out between October 20 2012 and December 2013, by the international organization of la Francophonie, the OIF, to strengthen the capacity of the actors in the electoral process.
Non, Madagascar has never ceased to be the centre of our concerns and our actions.
And the mobilization of the OIF, in this great country, did not stop at the end of the electoral transition process, end 2013. Our commitment, Indeed, designs on the duration, because the challenges attached to any peace-building process are great, We are all and all aware. But rest assured that we are determined to play our full part in actions that you will deploy to these challenges, Mr President.

What we're celebrating, today, It is also our desire to revive and expand our cooperation, closer to the needs of the population, with the belief that everything is in everything. With the belief : that there may be democracy and sustainable peace, without education and training performance, without access facilitated young people and women in employment, without a support and solidarity for human development, Economic and cultural sustainable.
And we will be more than ever present in these sectors which are the recognized know-how, the added value of the Francophonie.
The added value of the Francophonie, It is also the French language that we share. Without this language, without the values which we feed, the essence of our partnerships and our solidarity, would be deprived of this extra soul which is, I want to say, the “label”, the “trademark” our methods of intervention.

Assistantship, diktats, or imposed models, are words banished from our grammar of cooperation, for the benefit of other words like listens, dialog, accompaniment, taking account of the expectations and the actual needs in accordance with the socio-cultural realities.
It is in this spirit that we have deployed, in Madagascar, the actions policies and diplomacy that I mentioned.
It is in this spirit that we have deployed, in Madagascar, our "francophone masters distance learning Initiative., IFADEM, our program «School and national languages in Africa», Elan-Africa or the 22 centres for reading and cultural animation that should be brought to 28 from here to 2018.

It is in this spirit that we deploy our support supported in professional and technical training for young people, energy and environmental policy, in tourism and taxation, and other areas still.
The added value of the Francophonie, It is also this invaluable offer meetings and sharing, development contact and networking, access to institutions, associations, professional groups on five continents.
I could tell you at length about all these networks that we have made in the most varied sectors. These networks, you have already built some : the Parliamentary Assembly of la Francophonie, the APF ; the International Association of francophone mayors, the AIMF ; the Agence universitaire de la Francophonie, the AUF.
But, opportunities to invent and innovate, to deploy, set, original solutions, to develop new concepts, seal successful partnerships. To us to promote these opportunities, you to enter.

The French language that connects us, 80 States and Governments over the entire planet is a real chance and a considerable lever, a window open to the world. The French language is with English the only language spoken and taught on the 5 continents. It is also the 3rd business language.
The French language, does the equipment not, is a rich language in all fields of human activity : education, training, Research, culture, trade, entrepreneurship, Tourism, right, culture, creation, innovation, the information society.
Non, the French language, is not the preserve of an elite. It is the language of all and all inclusive. It is the language of our solidarity, our commitment to act together and to think all the world otherwise.
It is in this language as Madagascar prepares to welcome the world and to speak to the world of shared growth and responsible development, knowingly and urgently. It is this theme that you have so judiciously chosen for this 16th Summit of la Francophonie in a few months. Because these are, Indeed, the stability of the world and the francophone space conditions that are at stake.
This Summit, We look forward to it. It will mark the return of solemn and determined of Madagascar in the concert of nations, with all the benefits that you can imagine in terms of investments, infrastructure and visibility. The opportunity to show the world the face, the attractiveness and the splendors of this country, the courage and tenacity of a people, willingness to project ambitiously and enter into the future, by leveraging the dynamism of youth, as well as on making essential and invaluable women.
And you can count on the Francophonie to accompany you in the preparation of the Summit : a genuinely Malagasy Summit. A Malagasy creativity Summit. A Summit of the Malagasy pride.
