Support for the Associative Fabric of French People Abroad

The STAFE (support system for the associative fabric of French people abroad) replaces the parliamentary reserve system.

It results in the payment of subsidies by the Ministry of Europe and Foreign Affairs to local associations carrying out educational projects., charitable, cultural or socio-economic integration and which contribute to the support of French people abroad.

STAFE projects complement, while distinguishing itself, existing aid programs for French people managed by the Consulate General of France in Antananarivo. They are also distinguished from subsidies in the cultural and educational sector which fall under other budgetary programs.

Subsidy application files can be requested from the Consulate General of France in Antananarivo by writing to the Social Service at the following address : aff-sociales.tananarive-fslt@diplomatie.gouv.fr before 15 October 2021.

Requests must be sent by the heads of associations abroad.

The projects will be examined by the social service then presented to the Consular Council for opinion., selection and classification before being submitted to the National Commission which ultimately decides.

Eligibility criteria

The eligibility criteria retained are as follows:.

1- The projects must directly benefit our compatriots established abroad. The purpose of the project may be educational in nature., charitable, cultural or socio-economic integration, as long as it presents a concrete benefit to French people abroad. Since this year, particular attention will be paid to association projects benefiting entrepreneurs or self-employed people..

2- The associative status of the project leader must be under local law or French law (association law 1901), only if the association or its local representation does not carry out any activity in France and if the Consulate can attest to this.

Only associations active locally are eligible.

3- The STAFE is not intended to support the creation of associations, only associations existing for more than a year will be allowed to submit a file.

4- The Department's grant should not be the only source of funding for the project.. There is a maximum threshold set at 50%.

In an exceptional way, there is a rate cap at 80% for small associations whose overall budget does not exceed 10 000 euros and who request a subsidy of less than 2 000 € for the project.

5 – The amount requested per project must be less than 20 000€.

6 – Only associations whose overall annual budget (total revenue 2020) does not exceed 1 000 000€ will be eligible to obtain a grant under the STAFE.

The campaign calendar 2022

Countryside 2022 is in progress. The STAFE grant award committee will be held in March 2022.

The system provides for the following schedule :

• 26 July - 15 October 2021 : launch of online calls for projects and collection of files from post offices by associations
• 15 October 2021 : deadline for withdrawal of files by associations
• 22 October 2021 : deadline for receipt of files by the Consulate
• 25 october - 10 December 2021 : examination of projects by the Consulate and holding of a specific consular council.
• March 2022 : holding of the STAFE Advisory Commission in Paris

STAFE was intended to support projects. All grant requests intended to finance the operation and current activities of associations have been excluded from the system..

Similarly, only associations existing for more than a year will be able to submit a file. Indeed, STAFE was not intended to support the creation of associations.

Upon submission of such files, the Consulate will directly notify the candidate associations of the inadmissibility of their request. And he will exclude them from the study carried out by consular council.
