The Code was adopted in 1999 by the General Assembly of the World Tourism Organization (UNWTO) before being approved by the General Assembly of the United Nations two years later. Although it is not legally binding, the Code provides a mechanism for voluntary application through the role which is recognized in the World Committee on Tourism Ethics, impartial body responsible for the interpretation, application and evaluation of the provisions of the Code.
