Yesterday's Prime Minister's Address

The Council of Ministers on Saturday 19 September 2020 passed Decree No. 2020-1183 extending the duration of the state of health emergency in Madagascar for a fortnight throughout Malagasy from the same day. In yesterday's Prime Minister's address, Sunday 20 September 2020, he announced the new measures to be adopted in the country in the 15 next few days.

The outlines of the Prime Minister's address 20 September 2020

  • Maintaining mandatory wearing of the mask ;
  • Authorization to transport mortuary remains to areas except for Covid-19-related deaths ;
  • Maintaining the midnight curfew 4 hours for the Analamanga and Diana regions ;
  • Reopening all national zones, whose 26 September from Antananarivo to Antsiranana and the SAVA region ;
  • The end of operations is set at 21 hours ;
  • Restaurants, karaoke and bars can exercise up to 23 hours. The number of customers should not exceed 200 people ;
  • Discos remain closed ;
  • Maintaining the ban on the organisation of sports competitions. Training is allowed without an audience ;
  • Opening of churches, temples and mosques, always respecting social distancing.

More transport openings

Many are eagerly awaiting the opening of international flights in Madagascar.

According to yesterday's announcements by the Prime Minister, some airports in Madagascar will be open to neighbouring territories. Therefore, from the 29 October 2020, Antsiranana airports, Toamasina, And Toliara will be open to other countries in the Indian Ocean only.

And of course, Nosy Be will be open to international flights from 01ER October 2020, while following the protocols put in place by the authorities.

Regarding domestic flights, Tsaradia continues to operate them with the same devices that President Andry Rajoelina announced in his televised address two weeks ago.

As far as land transport is concerned, authorities allow funeral transport except for deaths caused by Covid-19. However, land lines connecting the Analamanga and Diana/Sava regions will not be opened until Saturday 26 September. The use of manifold is mandatory and no increase in transport costs is accepted.

He also announced the opening of maritime transport. But compliance with health measures must be strictly enforced, with use of manifold. And the authorities do not allow any transport linking the country to the other islands.

Prime Minister Ntsay Christian calls on people to respect barrier gestures. He said that all regions, through the CRCO (Regional Operational Command Centres), can make decisions that are appropriate to local situations, with the agreement of the OCC (Operational Command Centre in Antananarivo).

Basic health measures are Always rigour (wearing masks, hand washing and use of disinfectant gel, regular disinfections of the various places with high attendance, …).
