Easing containment measures in Madagascar : Given the decrease in the rate of contamination, the regime decides to maintain the state of health emergency throughout the Malagasy territory, but with heavily lean measures.

The Presidential Address

During his televised address on Sunday 06 September, President Andry Rajoelina made several announcements.

The outlines of his speech :

  • The state of health emergency continues until the total eradication of the Covid-19 pandemic throughout the national territory of Malagasy.
  • Maintaining mandatory wearing of masks.
  • International routes to and from Nosy-Be Airport opened.
  • The opening of the other malagasy airports will be studied from October in line with the evolution of the pandemic abroad.
  • Authorization to transport mortuary remains to areas except for Covid-19-related deaths.
  • Maintaining the curfew 23 hours to go 04 hours for Analamanga, Diana, Sava and Boeny.
  • Reopening national lines (land transport) : 11 September for Antananarivo to Toliara via Antsirabe, Ambositra, Fianarantsoa and Ihosy; 12 September for Antananarivo, Itasy and Bongolava; 15 September for Antananarivo, Boeny, Betsiboka Sofia, Atsimo Atsinanana, Vatovavy Fitovinany, Alaotra-Mangoro and Menabe.
  • The time limit for public transport in Antananarivo-ville has been pushed back to 21 hours.
  • Restaurants, karaoke and bars can exercise up to 22 hours. The number of customers should not exceed 100 people.
  • Discos remain closed.
  • Training without a public is allowed.
  • Opening of churches, temples and mosques, always in compliance with health measures. The number of followers is limited to 100 vakinankaratra regions, Analamanga, Boeny, de Diana, Alaotra-Mangoro, Diana and Sava.
  • Back to school : 26 October for public schools and colleges. On the other hand,, decision-making is free for private institutions.
  • University entry : 02 November. (No white year, the start of the school year will just be staggered for the new bachelors.)

Easing containment measures in Madagascar : Reopening transport

The Head of State announced the resumption of activities for national and regional transport. The line linking the Boeny and Antananarivo region will be reopened from 15 September.

On the other hand,, land transport to the Diana and SAVA regions remains suspended. Because "Currently, the North is reaching the peak of the epidemic", explained the President of the Republic.

To avoid contamination, we took health measures at bus stations. All vehicles are required to be disinfected. In addition, co-ops have pledged not to increase fees.

And international airlines

In line with the President's announcement during his trip to the North of the country, Nosy-Be will be eligible for a resumption of external flights scheduled for October 1. "Measures have already been taken to prevent further contamination and all tourists entering Nosy-Be will be subjected to a mandatory PCR test. »

According to him, currently, there are also plans to reopen flights at other international airports such as Ivato.

« The full reopening of air links between October and December is envisaged, but this depends on the evolution of the pandemic in other countries. Currently, we are reflecting on the cases of Reunion and Mauritius which seems to have succeeded in defeating COVID-19. »

As far as domestic flights are concerned, Tsaradia continues to serve but all passengers must provide a negative PCR test result.

Pandemic situation in Madagascar

Andry Rajoelina says that now, the pandemic is under control. However, the fight continues to avoid a second wave.

"Madagascar is not yet definitively out of the hostel".

If in July, the positivity rate was 42,50%, now it's from 10%. The President suggests that the discovery of Tambavy CVO was decisive in this fight against coronavirus. According to him, 7 millions of Malagasy have taken this improved remedy. He also stated that the results of the use of the injection composed of Artesunate and Vitamin C are conclusive.

It should be noted that these clinical trials have been given the green light by WHO. In addition, the official presentation of the capsule CVO will also take place in 15 days. The Pharmalagasy plant will produce this drug composed of Artemisia, Ravintsara and other medicinal plants.
